Can I just rename .jfif to .jpg manually?

In most cases yes, and it will work. But some apps sniff the file header for extra JFIF/EXIF markers and get confused; others (especially some upload forms) validate strictly on extension. Re-encoding cleanly to JPG guarantees compatibility everywhere.

Will image quality change?

Marginally. The tool re-encodes the JPEG once, which introduces a very small amount of lossy re-compression. At the default quality (92%) the loss is invisible in normal viewing. Bump it to 100% for a near-lossless re-encode.
